A World Assembly Category[1] (also known as Government Category, and not to be confused with a Government Classification) gives an overall summary of each Nation's three key measurement of freedoms: civil, economic and political rights.
There are 27 categories, and a country can be reclassified either by answering most issues, or through a World Assembly General Assembly resolution if they are a member of the organisation.
You can start a nation with any category: in 2011, Unibot authored a "cheat-sheet" for nation creation.[2] This is no longer necessary, as now when creating a nation, the three stats are displayed.

Categorization is determined by which of the three levels (low, medium, or high) each of the three freedoms (civil, economic, and political) finds itself in, totalizing 3x3x3 (27) categories. These levels are determined by the following thresholds:
