The Complete History of The Federation of Ninja States

The Culture of the Ninja States

The Federation of Ninja States is a conglomerate of what were once scattered towns and villages of Ninja warriors known as shinobi. The shinobi from every village are trained at birth (regardless of sex, race, or disability/handicap) in the martial arts of the region and grow up learning all the teachings, philosophies and trades that the villages have to offer. At age 10, each member of each tribe goes through a series of trials or rituals to show that they are prepared for life as a shinobi. These trials are specific to every tribe and their teachings although there is always one constant that remains the same in every town and village; if a shinobi ever fails any aspect of their 'rite of passage', they are exiled from their village and never to be heard from again. The exile law does not allow for any other member of the tribes to leave with that shinobi or even to have any contact or communication with them. This is the reason believed to be behind the practice of ritual suicide that most exiles perform after leaving their homes.

After completion of the 'Shinobi Trials' at age 10 that member of the village is then dubbed a shinobi by his principal teacher (usually their martial arts instructor) in a small, quiet and private ceremony between them, their teachers and what is called their 'companions'. At birth, every member of every village given what's called a companion, which are animals that are unique to every child which are usually a lifelong friend. The companions are trained in exactly the same way as the shinobi and as a tribesman must pass the rituals, so to must the companion. The companions are unique to every shinobi unless the shinobi himself comes from a prestigious ninja family. These families are called the 'Ninja Noblemen' or sometimes the 'Noble Ninja'.

In the families of the Ninja Noblemen or Noble Ninja there are many traditions. For example, someone is only known as a Noble Ninja if they have completed the shinobi trials and they are unmarried. Upon marriage only the representative of the household is called a Ninja Nobleman and the representative is either the eldest male or female, depending on the familial traditions however it is typically the male. In some rare cases however it is just simply the eldest. The most notable tradition of the Ninja Noblemen is the practice of breeding companions around the birth of the Noblemen's children. In most noble families, they are always given the same type of animal as a companion at birth. This is because most noble families can claim ancestry towards a legendary shinobi of that tribe's history and when that legendary status was reached, the companion of that shinobi was allowed to take a mate (It should be noted that this is the only time when a companion is ever allowed to mate). It is believed that a shinobi's success life can be attributed in part to his companion; if a shinobi is so wonderful to have become legendary then so is his companion and as the shinobi's descendants are to be revered as noblemen, the companion must not be forgotten as well. Therefore the animals traits are to be passed on to his offspring and that offspring then must be breed around a new birth into that noble family so as the new child with then have a companion to learn and train with in hopes that one day that pair will be as legendary as their ancestors.

There are other ways of becoming a Ninja Noblemen which include marrying a Ninja Noblemen, given the status by a legendary shinobi when he/she refuses the status or by having earned considerable power or wealth. However in this last instance, the shinobi must pass a serious right of passage and can only is recommended for this ritual without any persuasion or foreknowledge. This is so the shinobi can be tested rigorously to determine the level of their character as well as their ability as a ninja warrior. The purpose of this is to eliminate any doubt of the participant's guilt towards how they may have obtained their wealth as any ninja could easily have become a thief and stolen it or acquired it by any other ill manor. As the Ninja Nobleman of each tribe rule over that tribe on a council, they must be completely trusted by the other noblemen as well as the other tribesman.


Early History

The alliance that exists today between the individual tribes of ninja was created after a long and devastating war began after the annual martial arts tournament many centuries ago. During the feudal era, when all the tribes were still very isolated and much smaller, one tribe decided to make themselves ambassadors to the rest of the ninja tribes. This tribe known as the Jinekan, offered to unite all the tribes they discovered by bringing them into their village and homes every year so that they could compete, train and learn of each other's practices together. For some time this annual competition worked out beneficially for all parties and the number of participating villages rose every year until tragedy struck when a tribal hero to the Banke people was killed. The man was Masazo Ishida and after his accidental death during a match, their grew a rising tide that the man may not have been a shinobi after all and that he was exiled for his failure to complete the trials. It is unknown where this dispute originated and that was deemed largely due to the massive amount of devastation and destruction that followed in what was known as 'The Great Ninja Wars'.

Riots began in the Jinekan villages and most of the tribe's population was immediately killed in the days that followed in acts of retaliation of the Banke people. In response, about half of the other tribes attacked and nearly obliterated the entire Banke settlements and population while the other remaining half of the competing nations began to form small, scattered alliances (some with the Banke tribe and others among themselves for protection). The tribes that aligned with the Banke began to retaliate against those aligned with the Jinekan. Most of today’s scholars agree that the Jinekan people were viewed not as the instigators of the conflict but perhaps the only ones who actually attempted to stop the turmoil that followed and today they are universally accepted as the first true victims of the wars. Shortly after the initial attacks, mistrust developed between all nations and after a period of decades of brutal wars, most every tribe was at war with every other tribe. Every tribe moved into hiding except for the Jinekan who never once retaliated on any other tribe and slowly began to rebuild their defenses.

Eventually, decades of conflict into years and years into centuries, until the entire region has become completely corrupt. While the masses stayed true to their village’s beliefs and teachings, those beliefs had grown and matured over the centuries to a point where most people avoided the wars and found it strange that they were still ongoing. It was not until the arrival of Shoto Tanemura of the Nindo Ryu Bujutsu Kai tribe that the war finally ended.


The Arrival of the Ninja States' Great National Hero and the Secret Shinobi

Shoto was a shinobi of impeccable character who fought for his tribe as he felt was his duty as a Ninja Noble. He discovered one day after defeating a member of the Jizaikan tribe, that there was more to the current state of affairs then he knew. The shinobi Shoto defeat confessed to him that he was part of a 'dark clan' of shinobi who descended from exiled shinobi of ages past. It seems that some of the exiles from each village had formed their own refuge for all exiles of any tribe and had plotted revenge centuries before. For decades they had been the masterminds behind keeping the conflict going in order to demonstrate to the Ninja Noble of each village how futile their warring ways and traditions appeared to them. These dark shinobi had infiltrated ever tribe and every tribal council in order to undermine their beliefs and their ways of life. Shoto realized just how much they had succeeded and for the first time felt shame. The ultimate disgrace to any shinobi is to feel shame and so Shoto killed the 'false shinobi' as they came to be known, and spent the next decade hunting down the remaining dark/false shinobi.

Shoto also spent a great deal of time traveling to each of the tribes bringing well respected peace offerings from his tribe to others in attempts to reconcile the tribes and pass along the truth. With word spreading, most of the other tribes had realigned themselves into an agreement that they would all be pursuing what they were now only calling 'the false ones' as they would not allow the title shinobi to be associated with them any longer. So Shoto, believing his work was done, had pledged to never again raise a weapon in violence and he prepared himself for a life of finding peace and reconciling himself with his ways. Shoto was disgusted and disturbed by his past now as he had faithfully served his tribe for years as a shinobi during the wars, but the shame he felt for being led astray haunted him.

On his return from his final missionary trip to the Jinekan, he was attacked by members of the false tribe as they had discovered he was raising the others against them. Forcing himself to protect his own life he easily slaughtered his enemies and resolved to take a more active role in the elimination of the false ones. He returned home and sent a missionary to the other tribes and gathered a single shinobi from each tribe and created a team that would learn from each other completely and fight the infiltrators of each nation. They discovered together that there was a false member of each of the tribal councils and spent years dedicated to tracking each one down while killing off the other infiltrators to each nation and isolating the false council members from their contacts.

Then, in April of 1908 the collection of shinobi that Shoto had brought together (now known as the 'Secret Shinobi') managed to bring the false council members together for one final showdown. In a bloody conflict the Secret Shinobi slew every last member of the false council members, while also learning of the location of the false one's hidden village. In a united assault on the village, every member of the Secret Shinobi brought forth a multitude of shinobi from every village to ensure that no 'false shinobi' received an ounce of mercy. There were no prisoners taken, and no quarter was given and finally The Great Ninja Wars were finished.

It took several months but as of December 23, 1908, the Ninja tribes of the arctic region have been completely united under an appointed ruler as 'The Federation of Ninja States'. Their ruler is known only as the 'Grand Shinobi' who was appointed by the members of the 'Secret Shinobi' after they were each awarded legendary shinobi status in their tribes and appointed members of their tribe's respective councils. The 'Secret Shinobi' under the command of Legendary Shinobi Shoto Tanemura, have worked diligently for their government uniting their tribes under one flag and continue to work as the Grand Shinobi's special council helping to constitute a respectable and orderly world power.


The Return of the Dark Shinobi

Shortly after the ascension of The Grand Shinobi, a bomb was set off at a top secret military facility and it was determined after no party took responsibility for the blast that this was the work of some last remaining Dark Shinobi. After several days of investigations within every tribe of the federation, it was determined that one last dark shinobi village remained. However, it could not be attacked for fear of retributions from sympathizers that now existed in every village of the federation. It was determined that the sympathizers to the cause of the Dark Shinobi had grown so much over the centuries of war that nearly every tribe could not survive an attack from the sympathizers should they revolt. This became one of the reasons for the truce that was called between the Shinobi and the Dark ones.

The truce, which is referred to by historians as 'The Truce between Light and Darkness' was also created after it was revealed to the Federations that the Grand Shinobi was in fact the Legendary Shinto Tanemura. This revelation was made a tremendous ordeal as it was his ancestor that was responsible for killing Masazo Ishida, whose death was what sparked the Great War. It was later revealed that Shinto became aware of this fact before he signed the agreement with the leader of the Dark Shinobi. The ruler of the Dark Shinobi was also related to that event which sparked the war as he was the great descendant of Masazo Ishida. This family feud is what is now known to be considered as the real reason behind the war, even if Shinto Tanemura never knew of it until the war was ended.

With the Great Truce of Light and Darkness, The Dark ones were welcomed into the Federations and even helped repair the damage they had caused by the attack on the military installation several weeks prior to the signing of the truce. It was thanks to their support that the Federation completed the nation's first 'Tank' which consisted of a 25mm canon mounted onto a mobile vehicle. At this point in history, it should be noted that the federation had already created armed flight by mounting the same canons onto one and two person flying vehicles as well as sea fleet of reinforced metal naval ships which were being used to support the federation's booming trade relations with other nations. These first ships would become the federation's first Grand Navy.


The Era of Territorial Expansion and the First World War

During 1913, several rival nations began fighting over territories that had previously been unclaimed. These major expansions lead to tempers flaring of those nation's leaders which brought disorder to the world. At the beginning of this time period, the Grand Shinobi had decided to remain neutral to all conflicts that arose until such time as it was deemed that war was imminent. It was then that the grand one himself ordered that some of the last piece of land that was nearest to the Federation be claimed for colonial possession in efforts to mount a defense against several parties which the Grand Shinobi deemed to be the most 'disruptive'.

It was not until during the now infamous 'Meeting of Empires', that it became clear a World War could not be averted. The meeting consisted of several major leaders from conflicting nations of the territorial expansion era and it quickly became a heated debate over territory and there was a great deal of bartering involved in nations attempting to acquire new land. The meeting was eventually called to an abrupt end by an explosion which took the lives of all but one in attendance, the Grand Shinobi. It was later revealed that he was not actually in attendance but his suspicions of the meeting tempted him to place a body double in his stead. The double was killed in the blast however The Grand Shinobi remained alive for some time before the Federation became aware of his duplicity. The Shinobi of the Federation were grateful for the news and they applauded his wisdom.

Several weeks after the blast, the Federation was in a state of civil unrest until the grand one acknowledged that he was alive and the Federation experienced an economic boom. Production of military forces swelled as a result and the Federation continued colonization of its newly acquired territories. During an address made to the public by the grand one, he noted that the shinobi must be mindful for what the future holds as he was certain that war would soon be upon them.
